Introduction:
Academic Accreditation & Public Relations Committee:
It is the body authorized to evaluate and approve academic programs, training packages, and joint cooperation programs with other educational institutions. Among its most prominent tasks: evaluating training packages and proposed joint programs, determining their conformity with BARVQ standards and values, and judging their eligibility for direct academic accreditation, and/or deciding the scope of The amendment required for approval by the Board of Directors.
Academic accreditation mechanisms and procedures for institutional bodies.
Academic accreditation mechanisms and procedures are divided into two levels:
- Institutional Accreditation
- Accreditation of educational courses
Institutional Accreditation:
- Any Recognized educational institution that is credible and reliable, consistent with BARVQ standards, consistent with its vision and shares its goals and methodology, can apply for academic partnerships with BARVQ, which welcomes all trusted academic partners from around the world, in accordance with the internal regulations of its statutes.
- The mechanism for accrediting an educational institution or body as an academic partner for BARVQ is according to the following:
1. Accreditation request
- The institution applies for accreditation using the designated form and sends it via email to the Committee for Academic Accreditation and Public Relations.
2. Check credentials
The Academic Accreditation and Public Relations Committee responds to the e-mail duly within a maximum period of 72 hours from the date of sending the request. The educational institution is sent a copy of the accreditation criteria of BARVQ and is requested to provide the committee with accreditation documents, which are:
- The basic file including: (the governance guide, the annual program guide, the main performance indicators).
- Self-assessment scales file including: (course assessment form, learning assessment form)
- The legal file including: (the license, the latest financial report, the legal record according to its type).
The Academic Accreditation and Public Relations Committee manages the receipt and archiving of documents, and then prepares a team for review and verification to ensure the authenticity of documents.
3. Field visit and review
The Board of Directors authorizes the Academic Accreditation and Public Relations Committee to identify and assign best practices to verify documents, whether by using electronic correspondence with the relevant authorities or by organizing a field visit to the institution requesting accreditation.
In the event that a field visit is necessary, the Academic Accreditation and Public Relations Committee coordinates with the relevant authorities to implement accreditation verification and logistical matters for review, and then the team visits the headquarters of the institution requesting accreditation.
4. audit report
After the visit and the review and verification processes are completed, the team submits the visit report to the Committee for Academic Accreditation and Public Relations, including (the reasons for the visit, the results of compliance with the standards, the results of the evaluation measures).
5. Accreditation decision
The Academic Accreditation and Public Relations Committee will prepares its final report on the institution requesting accreditation after reviewing the report of the verification team, to ensure its consistency and credibility, and submits its recommendations to the BARVQ Board of Directors.
The Board of Directors discusses the recommendations of the team and the committee, and either the approval of the accreditation or the refusal of accreditation is announced, provided that the institution requesting accreditation is notified within a maximum period of 30 days from the date of sending the request of the reasons for the refusal of accreditation, and it has the right to return the request after completing its deficiencies.
Accreditation of educational courses:
The Board of Directors of BARVQ delegates the Academic Accreditation and Public Relations Committee to study and approve training packages submitted by academic partners and/or local agents, based on BARVQ’s accreditation criteria and in accordance with the established procedures.
In light of this, there can be three directions for the adoption of a training package by (BARVQ) as follows:
- Preparing training packages
- Development of training packages
- Evaluation of training packages
Where the partner institution or the local agent takes one of these options depends on the results of the evaluation of the portfolio by the Academic Accreditation and Public Relations Committee, which is according to the following possibilities:
- Refusal to approve the bag without offering an alternative = the bag gets a “poor” rating
- Refusal to approve the bag with an alternative design = the bag gets an “average” rating
- Acceptance of the bag’s approval with modification = the bag receiving a “good” rating
- Acceptance of the bag’s approval without modification = the bag receiving an “excellent” rating
The mechanism for accrediting a training package by the Academic Accreditation and Public Relations Committee (BARVQ) is according to the following:
1. Accreditation request
The institution applies for accreditation using the designated form and sends it via e-mail to the Committee for Academic Accreditation and Public Relations.
2. Training bag analysis
The Academic Accreditation and Public Relations Committee shall refer the received portfolio to a specialized team to assess the educational quality of the portfolio using BARVQ approved standards and verification forms.
3. Check credentialsanalysis
The specialized teams extract the results of the analysis of the components of the training package, and submit their report to the Committee for Academic Accreditation and Public Relations.
4. Evaluation Report
The Academic Accreditation and Public Relations Committee reviews the experts’ report, and sets the final evaluation of the portfolio ranging between (weak, average, good, excellent), and recommends one of three options: either adopting the portfolio directly, or adopting it with modification, or rejecting it completely, and raises its recommendation in the light of that to the Board of Directors.
5. Accreditation decision
The Academic Accreditation and Public Relations Committee reviews the experts’ report, and sets the final evaluation of the portfolio ranging between (weak, average, good, excellent), and recommends one of three options: either adopting the portfolio directly, or adopting it with modification, or rejecting it completely, and raises its recommendation in the light of that to the Board of Directors.
Training bag evaluation indicators.
The evaluation questionnaire is based on the five-point Likert scale, with five scores determined by: (poor, average, acceptable, very good, excellent), provided that the percentages of these scores are digitally translated as follows:
20 % or less = “weak”
20 – 40 % = ” average “
40 – 60 % = ” good “
60 – 80 % = ” Very good “
80 % or more = “excellent”

Authenticity of the learning resources
Here we distinguish two cases:
A. Depending on educational resources with full intellectual property rights:
In this case, the institution requesting accreditation is required to present any solid documentation obtained from intellectual property owners, indicating the existence of permission to use the partial or total use of the original scientific material, such as (written permission, official email, documented correspondence, ….), in order to preserve the integrity Scientific and intellectual property rights, and the responsibility for the authenticity of these documents rests with the institution requesting accreditation.
B. Depending on open-source educational resources:
It is sufficient to document scientifically the learning resources, such as (bookmarks, web links, indexing the sources that were used to formulate the scientific material for training…).

Proper scientific and linguistic formulation of the educational content, and taking into account the foundations of designing, presenting and treating the axes of the training package, especially (the logical sequence of the axes, clarity of the topics, and comprehensiveness of the content…).

The institution applying for accreditation is considered to have obtained accreditation for the training bag if it obtains 70% or more .

The Academy has the right to add any additional requirements, when necessary, given the specificity or nature of some training packages.
